If, during an onboard inspection, a passenger is found without a travel ticket, an identity document, or documents confirming eligibility for discounted travel, or is found to have an invalid travel ticket, or a travel ticket on which the passenger's first and last name (except for typographical errors of up to three characters) does not match the information in the identity document, the passenger shall be considered ticketless and must pay a penalty as well as the fare from the boarding station to the destination station.
If the passenger refuses to pay the penalty and the fare, they must leave the train at the nearest station for further processing of the fare payment and the administrative offence report in accordance with the established procedure, with the involvement of law enforcement authorities if necessary.
